The Implementation Plan
Our Implementation Plan sets out how critical aspects of the City Mobility Plan will be delivered.
It captures key information known at this stage and is reviewed and updated every two years as part of the City Mobility Plan’s monitoring schedule.
The following information is set out in the Implementation Plan under the key aspects of the City Mobility Plan’s objectives and policy measures
- Key actions by 2025, 2030 and post 2030
- Main responsible body or bodies
- Overall scale of cost (likely or as known at this stage)
- Current funding status
- Main/potential funding sources
- Geographic coverage/approach to prioritisation
- Project type

Previous Action Plans covering Active Travel, Public and Accessible Transport, and Road Safety have been replaced by the Implementation Plan. This is so that all the actions across these themes, in addition to Parking and Air Quality, can be read together. This will further support place-based investment and integrated delivery.
Air Quality Action Plan
Actions to improve air quality relating to transport are set out in the Implementation Plan and are integral to delivering the objectives of the City Mobility Plan.
The Council’s statutory Air Quality Action Plan, approved in February 2024, sets out further details on how we will continue to improve air quality across the city.
The Air Quality Action Plan tackles transport-borne emissions and other sources, including domestic emissions.

Measuring success
We will measure the progress of the City Mobility Plan against a series of key performance indicators (KPIs) to assess whether the policy measures are helping to deliver the plan’s objectives. The KPIs are set out in chapter seven of the plan.
We will monitor progress using these KPIs every two years, up to 2030.
