Local Government employees, Craft, and Chief Officers

About the pay award

National pay awards are negotiated between COSLA and Trades Unions on an annual basis. Pay awards are normally applied from 1 April for Local Government Employees (LGEs), Craft and Chief Officers. Where pay awards are agreed after this date the changes to pay will be backdated to 1 April 2024.

CoSLA (Convention of Scottish Local Authorities) have given instruction to implement the 2024 to 2025 pay awards for Local Government Employees (LGEs), Craft, and Chief Officers across Scotland. 

2024 to 2025 pay award

The 2024 to 2025 pay award for Local Government Employees is effective from 1 April 2024.

The pay award is an uplift of 3.6% or a £0.67 uplift in the hourly rate, whichever is worth more, at each spinal column point. 

We’ll apply the following uplifts to LGE spinal column points (SCPs) for the 2024 to 2025 pay award

  • SCP019 to SCP055: An increase in the hourly rate of £0.67
  • SCP056 to SCP0125: An increase in the hourly rate of 3.6%

The Scottish Local Government Living Wage hourly rate will increase by 5.63%, to £12.56.

In addition, local payments including Working Time Payments and Allowances will be uplifted by 3.6%.

The pay award covers the period 1 April 2024 to 31 March 2025. 

2024 to 2025 pay award for Craft 

Former Craft operatives were harmonised to LGE terms and conditions of pay in 2013 and so will receive uplifts to pay in line with the LGE pay award.

2024 to 2025 pay award for Craft apprentices 

The new 2024 to 2025 hourly rates and salaries for Craft Apprentices are detailed below.

The salaries quoted are full-time equivalent salaries.

Craft Apprentice SCPs 461A and 462A are topped up to the Scottish Local Government Living Wage of £12.56.

The pay award covers the period 1 April 2024 to 31 March 2025.

Chief officer pay award

The 2024 to 2025 pay award for Chief Officers is an increase of 3.6% for all SCPs.
The pay award covers the period 1 April 2024 to 31 March 2025.

Payment of the 2024 to 2025 pay award for LGEs, Craft and Chief Officers

Due to the timing of the instruction to pay the LGE, Craft and Chief Officer pay awards, our local commitment to launch our new HR Payroll system in October, and the work needed to deliver the 2024 to 2025 pay award to the Learning and Teaching workforce in November, it means that you should receive your pay increase, in full, with your December salary.

Colleagues in scope should receive their back-pay on Friday 20 December 2024.

Organisation leavers

Leavers between April and November 2024 – action required to claim payment

  • Organisation leavers are in scope for back-dated pay awards, subject to recovery of any outstanding overpayments. 
  • If you leave the organisation and receive your final pay between April and November 2024 then you’ll need to submit a request for payment of the 2024 to 2025 pay award.
  • We aim to make payment to leavers who submit a claim request on Wednesday 26 February 2025. 

How to claim payment

The deadline for completion is Monday 6 January 2025

    • payment is released to the correct bank account
    • payslip is sent to the correct home address (in case you've moved).
